Ah, this is Nekojiro-Gekijou. Not _quite_ your typical anime ;-)
There's a longer film, with better and more surrealistic artwork, based on these cats (and cannibalistic pigs too) called Cat Soup. It's very strange and recommended. Can be found on R1 DVD.
 

I 2nd checking out cat soup. it's an awesome animation.
